Wish does it. What a waste of a wish. Even if you know that someone's very
important unit has the trident, and have a foolproof way to kill it in duel,
it is still not worth the expense.

Uhh... so there's no way for the host of a server to create a death match? Like a command line thing?

Do you mean the fights where pretenders and uniques and SCs were sent to fight each-other? That was done via map commands IIRC, not by causing an actual Death Match, but it'd be easy enough to make a map with one disconnected province controlled by "server" nation, with access to S1, 1-gem Wish, if it's really important for the game.
