Does defence protect you against arrows at all?

Negative.

Shields are what stops arrows. And armor helps, of course.

No, it forces the person hit by the ethereal crossbow bolt to make a save or die.

It's basically Soul Slay built into a crossbow.

Or more accurately, Soul Slay built into a crossbow bolt.

does it do any regular damage if it hits but the target makes his (MR based, I suppose?) save roll?

Nope.

To follow up on this, when a projectile is parried by a shield does that make use of the base def value of the parrying unit?

Would a guy with 40 defence have a better chance of parrying a missile using a standard shield than a guy with 5 defence? I know in melee the parry chance is the same (if you have high def you are just more likely to dodge and not need to parry) but I wonder about ranged.

No.

Defence is a completely useless statistic against missile fire. The only thing that determines whether a hit is scored is size of the target and its shield parry value.
