I was wondering if it could be added later, or modded, into a patch where Lanka's demonic units ate pop just as the Raphites of Hinnom did? This would help balance Lanka out i think anyway.
It would also be nice to see Vampire units/summons also possess the pop-eating feature, if not for any other reason than being thematic.

Jotun werewolves also should have it, especially as they cost no upkeep out of skratti form.

They do? Into the shortlist that goes...

There is another reported cannibal in his description : sauromatian witch king (should logically devour -a very small number of- pop for flavour).

They are not alone, second shapes often have gcost of 0, an example is Machaka Hunter Spiders (once rider is slain), and I think there are several others.
The problem is just bigger with skrattis as they can change shape at will, and blood hunt or forge low level items in werewolf form.
(but I think it would be more thematic to have them -and Machaka spiders as well- devouring people instead of asking for gold)

The spiders were discussed earlier and they are WAD, but upkeep-free mages are another chapter entirely. The Mictlan Nahualli used to be upkeep-free, but that was fixed long ago. I missed the Skratti that time around.

I don't really remember that discussion (about the hunter spiders).
Did KO really say getting the rider killed on purpose to improve the unit was WAD?

Killing the rider isn't really an improvement, considering the crappy MR spiders have without him (6 iirc).
Upkeep free spiders are mostly a good thing for Arco, Pythium and Rlyeh, as they usually end in their armies. http://forum.shrapnelgames.com/images/smilies/wink.gif

I disagree. My impression of Sauromatian cannibalism is eating the flesh of those you killed in battle, not habitually feasting on your country men.
