is it broken?

According to the manual, it should provide 100% cold resistance to my entire army. I cast it and my units get 50% cold resistance instead. Is the manual wrong or is this due to something else? This did happen in a very cold province so I thought maybe cold resistance was weakened or something?

50% for the whole army is normal.

The only 100% resist spells are the personnal (caster only) versions.

edit : hum it's true manual says 100%

Winter Ward is also listed as 100% protection.

Yes, they are listed as 100%. But none of the mass elemental resistance spells
are 100%, as far as I know. Which is why partial resistance (LA Atlantis,
Fomoria, Air bless) can be very, very useful.

Or partial resistance from an item, on a SC, combined with a mass resistance spell.
There is a E/N spell that gives 50% to everything. It's a pleasure to use with
properly equipped commanders. The enemy ends up frozen, poisoned, and blasted
with lightning... I repeatedly did it in DangerPudding.
