Up to this point I've always thought that radiating power had something to do with your magic paths. Much to my surprise, I just encountered an MA Agarthan army with an umbral that "radiated power." I checked, and it has no magic paths--or at least it's not a commander.

Powerful creatures sometimes radiate power even when they have are not commanders. At least I think so.

Non-commanders can't have items, though. And it didn't have any in any case when I looked at it during the battle.

No, but it is undead.

being undead doesn't seem a reason to radiate power though.
I never encountered umbrals really are they so much stronger than other stuff that they deserve to radiate power

They are ethereal, have 50-something hp and life-draining claws. 0 protection as well. So pretty good.
They are also very cheap to summon. And nationals for Earth-heavy nations who can cast Marble Warriors etc on them. In MP, they're very dangerous.
