is it possible to make SSM';s such as scuds to use as artillery? maybe it would shoot one shot that could cause TONS of damage, or something.

The payload of a Scud is ~1 ton. This is a serious capacity for a nuke or chemical warhead but not so impressive for conventional munitions (as High Explosives). It would be equivalent to a succesful bombing run of 1 or 2 modern tactical fighter-bombers.
The Scuds would cause "TONS" of damage only in the nuclear/chemical mode, which is not modelled in the game anyway.

well not just scuds. maybe Iskanders or equivilent.

The largest bomb/warhead in the game is around the size of the USA 2000lb - 192 HE kill. Maximum HE kill would be 255, since the field is a byte. ie. not much greater than the 1 ton range.
