Quickie question: The thought just popped into my head and I was wondering, does the Luck scale of a province affect the mages you recruit from there with less than 100% chance of a random? Or is it just a straight 10% or 20% or whatever all the time?

Mmh. I think the "Magic" scale would be more appropriate, in case ;)

From the 'adding choices to the game' point of view, making more things affected by province luck scale would be nice. There appears to be a general tendency for players to take a Magic scale anyway, so why add further incentives?
On the other hand, Misfortune seems to be taken over Luck most of the time. If there was a Nethack-esque approach to luck, with most if not all random rolls (slightly) affected by your Luck scale, it might require more serious thought before people took Misf-2 with their pretender.
Of course, this is all pie-in-the-sky really. I think it'd take too much work to add that sort of feature to the game.

Well, some of the most used mods in MP (Worthy Heroes, Throne of Heroes), make national heroes very worthy. It is a nice step towards making the Luck/Misf scale less of a no-brainer ;)
Also, some nations seem to benefit more from a Turm3/Luck3 approach than an Order3/Misf2 one. A handful of extra random gems are good to diversify, and the chance of up to 3000 gold in a turn can be nicer than a constant cash flow if you're not extremely troops-heavy (even if of course gold is always convenient, even just for more temples and labs :D )
