I am probably being thick here but could not find in manual.
Can an open top vehicles (red armour) crew or passengers ever be hit from by small arms fire & what governs it. i.e. In adjacent hex can lob a grenade, If in higher adj hex do you have a LOS into & hence can hit with small arms, guessing no with game scale.
Also some SPG SPAA have a rear turret armour of Red 0 which I read as no armour in rear. So does fire hitting turret rear treat as a soft vehicle so a HMG has a reasonable chance of a kill?

Open topped AFV can be shot with rifles etc, from higher ground. Always been that way. Same rules as for striking top armour.

Open topped AFV have always been extremely vulnerable to infantry close assault, even if the infantry only have hand grenades.

If any aspect of an armoured vehicle is "0" armour then rifle etc. fire and shell fragments striking that face can go through. However, unlike the original SP rules, we determine actual HE penetration based on warhead size and HE pen (pen 0 and WH size 1 on armour 0 is not guaranteed (unlike SP), WH size of say 5 or so with HE pen 1 will most likely go straight through armour 0). So an AFV face with 0 armour has a little residual armour value against he pen 0 and size 1-2 shells, unlike the original SSI game.

One of my happiest moments was in a game of SPWW2 when I was able to kill an Achilles TD with MG34 fire.

So if an opponent has open-topped AFVs - drench them with MG fire.

Is this the same with for class 108 Heavy Armored Car??

I would say yes applies to all open top vehicles regardless of class
