Here's what I don't get,
If you have someone with winged shoes and even a ring of water breathing you can not fly over a water province to another land province no way no how,
but if you're in a water province you can fly over land to another water province.
Ilogical???

The ceiling is hanging low over water provinces. You have to swim through those, you can't fly through the sky.
And with "swim", I actually meant "walk over the sea bed", of course.

I think the theory is that fliers can't fly the entire month. They have to land to rest.

Even water-breathing fliers would have trouble resting on the water, unless they're the type of birds that live that way. Water breathers might sink to the bottom, then have to swim all the way back to the surface at every break.

Aquatics shouldn't be able to fly at all, of course.

It's true, the fliers have to rest after a day or so. When they do, their flying shoes are completely soaked through, and then the shoes have to be dried out before their flight magic works again. Same thing with the flying carpet.

So we have to add two items now, water resistant winged shoes so they don't get soaked( from Shambler skin of course, only top quality ) and a air vest so our fliers can rest from flying while floating.

I have my concerns about the air vests. If to float they need to open, umbrella like, and some flyer feels better to wear it as a kilt (no underwear) might be terrible for the people beneath :shock:

How about a magical umbrella then? Hmm, it would have to make the holder magically light so their arms didn't get tired, or make them exceptionally strong. And it should only work for maybe size three and smaller... it is an umbrella after all. It should allow the wielder cast Charm in combat :)

uneeded, there is a reason for no flying and that's balance, with water nations being slightly hard to hit in the early and even mid game there needs to be a balance, this balance is the lack of movement speed moving underwater.

There is also the fact that coastal sea provinces have typically far more neighbors than land provinces, so if multiple province movement was allowed through them, it would lead to all kinds of unthematic and just plain balance issues.

Tests prove to me that flying and sailing net you no unique movement possibilities:

-Moving to a friendly coastal province does not allow you to sail unless you're sailing to a friendly province. You can only do this if you border the coastal province. Flying does not allow you to cross if you are more then one province away from the coast, spite the fact you have extra map movement.

-You can not cross the sea and move to the next province over, even if all provinces are friendly and/or you start from the coastal province. Sailing seems to stop all further movement.

It appears that you are either flying or walking and sailing. Never a combination of the two.
