In one of my Sp games,I found a magic site with an enchantment bonus.
I couldn't figure out what it did,or how to use it.
Could anyone enlighten me?

Any school bonus gives you a gem discount on ritual spells cast in the province.
Just build a lab and start casting enchantment spells.
Construction bonus applies to forging.

If I remember well, the bonus was +30.
That would mean a 30% reduction in enchantment gem costs,not -30,right?That would be ridiculously powerful.

Yes, 30%
It also only partly applies to globals.
You can cast them at the discount, but any extra gems you put in to resist dispelling only apply above the base cost.
Example: 20% discount 50gem global
Cast with 40 gems: no extra
Cast with 50 gems: no extra
Cast with 60 gems: 10 extra
etc

also, any fractional discounts are lost - so a 30% discount on a 6 gem spell would only save you 1 gem. still, better than nothing :)

so there are no plans to alter the behavior so extra gems get appropriate leverage? I can see the potential imbalance of it, but still disappointng. battles for such provinces would be intense.

Yup. You just add up the bonus to get the final percent discount.
Forge lord + Construction bonus site + Hammer of the forge lord is insane :O

It's not quite additive.
Dwarven Hammer, Hammer of the Forge Lord/Cyclops and Forge Lord (and any other forging bonuses on units) add, but the bonus site is calculated separately. I forget whether it's before or after the other bonuses are applied. The Forge of the Ancients is also applied separately.

4-armed pretender with Hammer of the Forge Lord + Hammer of the Cyclops = Forge Bonus 100

There's sort of a cap at 20% of the item's original cost, but 5A Bags of air is pretty cool, either way.
Getting the forge of ancients + steel oven site + a dwarven hammer should have the same effect but for all your forgers.

Clams end up costing 4W+1N, and Bags of Air cost 6A under that combination. I won that game.
