my opponent reported to me some possible bug
normally you cannot shoot with your jeep atgm but he drived to rough or something with jeep and when it got immobile he got 1 shot for the immobilizing of the jeep
quite strange eh ?
but actually he said he had no targets but still he had 1 attack left
not sure can that work because he had no targets to shoot or does it happen anytime (havent tested) or was one time occasion

Immobilized vehicles can still shoot. Units can have shots left with no targets.
I'm not sure what the problem is in general, since you can definitely "shoot with your jeep atgm." Did he not have any shots left and then when the vehicle became immobilized he got a shot?
I can also hear "Attaching a save game helps" in the distance.

the main issue here is that atgm normally cannot shoot if it is moving it has to be stationary
but with this immobile thing it can shoot in the turn it has moved which is not normally possible at all (maybe something to do with changing the moving status to immobile)
no save game attachments that game i think is already played to the end and im not giving my password away

This sounds like a distinct possibility. It would make sense that the code would allow for a shot if the other factors were okay since the unit went from moving to not when it became immobile.

I did a quick test - bunch of ENTAC armed jeeps driving around rice paddies in Vietnam.
Looks like when the vehicle gets immobilised, its current speed (determined upon the number of hexes moved that turn) drops to zero.
I think I have seen similar effects happen when APCs get immobilised on terrain and then drop off their load of passengers, who can move quite far immediately.

Just a reminder, high-experience units can sometimes get a second shot opportunity in the turn with most ATGMs. This also translates into being able to shoot off on the move, though at reduced speed. This can play as well, depending on the quantity of 'action points' left to your jeep in the turn. What speed did it get to before getting immobilized, out of which top speed?
