Naval guns response times

While I was playing a beach assault, I noticed that my naval guns have abnormally low response times. Attached are two save games demonstrating this effect, one in the 50s and one in the modern era, both with different nations. I'm pretty sure this is not intended behaviour. One of the naval guns even has a response time of 0.2

And another slightly related matter, I noticed that off board mine artillery is available in beach assaults. This seems inconsistent with all the other off-board artillery being unavailable.

Naval guns had been given bonus for quick response, in 4 different places resulting in somewhat snappy on-call times!:).

Should only be a couple of steps below an equivalent off-map battery now. (both games).
