IMO Mictlan, the Tlahuelpuchi, but it takes a bit of effort to ramp up in blood.

Recruitable from the start Ma Ctis, 1N 1D with a posion sling! I had one take out a GoR fire drake recently and a Lord Guardian, special map provinces, Faerun.
R'lyeh ones are good later on, they can't be mind hunted and when you sneak them along with low resistance thugs/SC's (inviting enemy mind hunts) really spoil the mages day by feebleminding them.

I like ones with blood or nature magic. Something that can cast a seduction spell like Charm or Hellbind Hearts. That way if your assassination attempt fails you get a shot to convert him. Lots of fun to watch the next message. The newly acquired commander with all his equipment fighting his old buddies that are still in the same province. And if there are no other commanders then you take the province in rout without wasting a turn checking to see if you have them all before attacking.

I LOVE Pans with Black Heart. They "test" the province each turn by tossing maenads into it. Sometimes you can see that its not worth messing with so you can move on. And when the commander turns on his troops the maenads assist. You can work your way across the map snatching up any weak provinces, boost the crap out of the PD there, recruit a few locals, while your Pan is moving on. It can be a real pain to your enemies. Worse yet, have the Harpy Queen make him some flying boots so he cant be easily tracked by his movements.
It might not be a winning strategy but its a pretty nice ally aid strategy.

Not just later on. Twist fate, Astral shield, Body ethereal, luck....
But most importantly... MIND BLAST ...
And even mroe importantly.. they can cast communion slave or communion Master....
Soooo to give a few examples... they can be useful in a communion when you are not assassinating....
You can slip a bunch of them behind lines, and communion up...

Conventional wisdom says that boosters don't affect Mind Duel. Presumably that applies to communions too.
Edit: Although maybe you just meant that if enough S1 mages Mind Duel the S6, eventually he's going to lose.

I would also vote for Star Child. Though, of course, Blackhearted Pan looks more scary... but it's also more costly and available later. So Pangaea probably has the best one in mid- to late game, while R'lyeh has the best at the start.
