What makes a raid successful so that it triggers 25% patrol penalty for Home Islands, etc.?? And how is that penalty enforced??

Unrelated question: While defending a base, if you choose Air rather than Surface, does this make the AI able to capture the base ?? If so is this automatic or must the AI have chosen Surface ??

The patrol required penalty is triggered by any damage done to the base itself, either by bombers hitting the base, or by surface ships bombarding it.

When defending a base, if you choose Air, that does indeed enable the attackers to land troops or bombard the base, but only if they have reached the base (which requires the attackers choosing Surface). However, the attacking troops may still need a few turns to capture the base, and your aircraft may be able to sink his transports before they finish unloading. Even if they're not completely sunk, damage done to transports will reduce the chances of the base being captured.
