Simply, an option (yes/no) to continue playing after one side has achieved a victory condition. More options is always good. But it could be disabled in multiplayer mode if necessary. Remember, there is no such thing as cheating in single player mode :)

Ive wanted that also at times. This isnt what you want but it applies.

There is an option in map commands to declare that a nation cannot win the game. Its mostly to create scenario games. Such as having a boosted AI nation start out already owning all of the Victory Point locations forcing you to take it from them instead of Indepts.
