The RPG-30 has 105mm tandem warhead reckoned to be capable of penetrating over 650mm of steel armor behind reactive armor. But its special feature is a second tube, firing a smaller-caliber decoy rocket a fraction of a second ahead of the real one. The idea is that active protection systems will engage the decoy, but will not be able to engage a second threat immediately afterwards.

Range of 200m? That's a bit on the short side.

Well that's the maximum, or practical maximum, range of a lot of such systems. LAW is around 200 meters too, basic RPG-7 can shoot much farther in theory, but in practice good luck hitting a tank at much more than 200 meters, especially with iron sights.
Without high end sights there is no point in a range much greater than 200 meters, unless you are firing HE/FAE rounds (like the RPG-7 and RPG-29 can) at personnel. And this is a dedicated antitank weapon.
Further the decoy/main rocket combo would probably work properly only withing a certain window anyway.
