Does not repairing units reduce the points total?

If you have units you do not, or cannot, repair/replace after a battle, does this factor in to the points total, the AI will base its forces on?

No idea really. If they are shown on the roster as worth XXX then probably that amount times modifier was credited to the AI. damaged and destroyed units are not reduced to 0 points after all.

You would really have to total up all the points and see if the core value and the totted up values agreed or differed. Not something I have bothered to look at - it's the same formula SSI has used since SP1.
