The subj is something in dont quite understand.

Mounted commanders have a fixed encumberance which won't change no matter what items you put on your commanders. Sometimes its a good thing because you can slap on something insanely heavy, sometimes its a bad thing because you cant reduce the uncumberance for your mounted mages.
But either way, its counter-intuitive. Why doesnt it change? Because mounted commanders sit on the horseback and dont have to take the strain? But why do they even get encumberance from their starting set of armor in the first case?
Or is it just a bug? Can it be fixed, then? I know it was around so long and has so little impact on this game, it can be safely considered a feature, but still...

Mounted units do not suffer from armor encumbrance for purposes of melee combat. It reflects the horse doing most of the work of carrying the rider around, even though mounted combat is by no means effortless. This is why they have a higher base encumbrance than infantry.

Mounted units do suffer full effects for spellcasting, so slap something like jade armor or Bogus's Greenstone Armor on a mounted mage and watch them fall off the horse from fatigue right quick.

For the record, I have never seen a mounted unit get encumbrance from its starting armor, except for spellcasting.
