Problems installing mods

Hello all, I am new here, and did a search of the forums because I did not find help -- How do you install mods?
I came up with this lovely thread here:

I followed the instructions, but sadly, I did not hit gold.
I added a folder to my dom3 folder called "mods" and put the two folders I had downloaded (CB1.5 and better_independents...) into that folder. When I click on "mod options" in the Prefences section of my game, I see nothing.
What am I doing wrong?

The structure should be like this, generally speaking:

dominions3/mods/ <---- in this folder we have .dm files, possibly graphics and readmes and stuff.

dominions3/mods/specificmodnamefolder/ <--- in these folders we have graphics that the .dm files point to and use.

Also, I think it might be more complicated if you're running under Windows Vista.
