I have just come to realise that in ATF the AH64 cannot designate for PGMs.
Shouldn't it be able to do so?

It depends on the model. I believe the AH-64C is the first model that can lase PGMs. I am not sure which scenario you are looking at, though.

You can always add the capability using the Power Toolkit...

Aha, I just thought that Hellfire and PGMs would ride the same kind of laser beam.
