Question for the experts:
The description for Azure Mages and Initiates states that they are "granted the ability to enter the deeps and can extend this power to others." I realize they are amphibians, but how do they extend this ability to others? Do units under their command gain the ability?

They may or this may be a hold over from Dom2 when all water mages allowed this. I believe there are still some units that kept that description.
If they do, it works like any water breathing item. Them & troops under their command.
Try it and see.

In one MP game, I'm MA Oceania. So my Capricorn commander is capable of taking units that normally can't enter water into the water? I ask, because there's nothing in the unit's description that states this.

This is definitely something that needs an icon.
Wish it had been added in the great Icon update however many patches back.

Back in Dominions_2 any water mages could bring units underwater and the higher the magic path of water the more units.
Unfortunately this was changed with Dominions_3 effectively neutering all AI land opponents(except a few) which already struggled when expanding into water provinces. And the few DOM_3 beta testers who "supposedly" care about AI opponents never did anything... I won't list names, because you know who you are. This is just one of many.
