The description of this spell in the manual implies that these summoned creatures can not leave the province in which they're summoned. Is this true?

They can leave, but they slowly lose hitpoints if not in their home province, rather like being diseased.

They lose 1HP per turn while away, and it's possible they lose 2 in late winter but I'm not sure. Regen on the overland map does not prevent HP loss, unless they are also diseased (really only applies to commanders). You can find out the home province if the non-commander unit fights in a battle, by clicking on the unit. In the case of commanders, it's a good idea to rename them according to the province where they were summoned.

Ive used some of the "cant leave home" units (there are others) to step out and handle something close such as province lost to a random event or distance attack spell. But I always try to remember to move them back.

Its kindof the same awareness you need to develop for your pretender and prophet. Keep an eye on their hit points and try not to move them too far. When the hit points start dropping then move them back until they recover.
