Why do my WinRaR files fail to load?
I uninstalled and reinstalled.
I am running Vista.
Please help or I can't play PBEM

Have you checked that the files you extract from winrar ACTUALLY end up in the correct file folder ?? Try extracting them to a temp folder than manually copy them to the games "PBEM Games" folder. Double check the time stamps before and after copying to ensure you do indeed have the files you think you have
The other explanation is if ALL your WinRaR files fail to load maybe your opponent is sending the wrong ones

I do vaguely recall having some problems a long time ago where RAR files sent by someone would not properly be read by whatever RAR programme I had at the time. Getting him to send a proper ZIP compressed file cured the problem.
I always use Winzip, and only have a free RAR programme on my PC to deal with those few folks who insist on using that format.
Winzip has never had any sort of problems with ZIP format compressed files. Plus Windows has ZIP file reading built into it, though I turned that feature off since I found its treating of ZIP files as pseudo sub-folders rather annoying.
But it is not a game problem - it is an admin problem for you to sort out with your opponent.

As a test try having him sending the raw files ( not RAR'ed ) and see how that works, It'll take a bit longer to send but it may clear up the mystery

RAR files can have problems if one of the two sides uses certain freeware programs.
I use RAR files all the time and there was an opponent with whom I had problems with this.
If what Don and Andy say, works, try to both of you use winrar or don't use RAR compression.

It's definetly not the files.
I am able to load the turn no problem asking for the Russian password.
I'm using a registered version of winzip, not freeware.
The RAR program is the freeware.

well then it isn't the official RAR program because the official is shareware, not freeware.

WINRAR always works just fine for me after a year of using it and not paying.
just ignore the info box (better yet click the don't ask again box) asking for a fee after the trial period ends and continue to use it.;)

Are you a novice player of pbem playing another novice player?
Pbem can be difficult if niether side has a clue,might try asking someone in here to playtest or Blitz, WaW or the other game forums.
EDIT} don't keep uninstalling and reinstalling just makes it worse frustration wise, the problem is not the game it's a matter of just not knowing the correct paths.

Using WinRAR never load the program delete all shortcuts you can uninstall from control panel. To use select the file(s) right click & select an option this runs the program.
All options availabe compressing file to zip or rar uncompressing just lets you change the path from the default you set or does to current directory depending on what you chose.
Note for the game select both save files & send to email this opens your email with the file attached ready to go.
It does not write it to disk do not go looking for it that is only done if you select the archieve option.

Thanks for posting everybody. I figured out what was wrong. I updated Vista and when it update the User Account Control was reactivated.
I shut it off and it works now.
Damn Vista.
