Random event or .... bug

PBEM games , Marignon vs Ermor:
Is it possible that suddenly four Marignon's friars (1h)appeared in a far enemy province with thirty flagellants??
But most important : Marignon's player didn't recruited friars !!
I get completely confidence in AI but.....

It's a random event. It can work the other way too, for LA Ermor at least, where a bunch of free dark priests and undead appear out of nowhere, attacking a nation's province.

Marignon's random friar/flagellant event only happens to Ermor, as far as I've seen.

another thing:
this random event depends on nation's scale "fortune / misfortune"...?

I think it's a random event for the nation that gets attacked: Ermor has a random event where he's attacked by Marignon; the other nations have a random event where they are attacked by Ermor. I can't see it being classified as a good event.
