moving hidden army from stealthy

My army is stealthy, in heavy protected neutral land. I'm going to give it order - MOVE to another neutral province (with goal to attack). DO I understand properly that the army will just attack another province, and openly moving FROM curent province will not provoke heavy army in current province to attack me?

That is correct. It is only the destination province that counts.

Not quite. If there's a magical phase battle in the origin province you'll end up fighting.
