Is it possible to decrease own PD of the province(not the same turn as you built it) ?

No. Except to get someone to attack it or summon an indep remote attack spell at it.

Cast Ghost Riders/Send Horror/etc. at it. If the remote attack wins, PD will be reduced to zero, at which point you can re-take the province and add whatever PD you think you need.
Not sure why you'd do that...

Reducing PD would have it's uses, many times I've cursed too much PD in a prov (undesired units dying and forcing army rout is a possibility that is too often in my mind).
You can't win if you're not fast.

Ive wanted to do it. If I setup a really nice province for mage transfers from another player, then suddenly get an event that raises the PD. Ive lost some very expensive purchases that way. Usually I end up just setting up somewhere else which tends to be dangerously near my borders since I want to use a province with no PD assigned yet, and end up with someplace that a lab is basically wasted. Altho last time I was "lucky" enough to have another event send independents to capture a province near my capital so I used that instead.
