Maerland left out some important steps: add two cups of bourbon, drink quickly, turn counterclockwise 12 times and recite your ABCs.

Unlike these guys who are trying to tell you how to eat crackers and drink alcohol :), I would direct you to the dominions 3 wiki page, but it appears as if that doesn't know either :( so, as far as I know, yeah, you are supposed to eat crackers and drink wine, good luck finding someone who knows. maybe ask Mr.Dr.P or if you can look at the dom 3 spell DB, I know it doesn't work with Internet Exploerer though, but it will with firefox.

More seriously: In my game Noobs and Strangeness Quitti pounded the crap out of us with wrath of god. It appeared to be something like 10 points AN. It tended to kill human size dudes but only wounded the bigger ones. That's why I think it's 10 points roughly. And armour didn't do much good. With the exception of copper plate. So it's probably 8-10 point lightning damage.
Quitti combined it with massive dom sacrificing so it hurt.

It deals AN lightning damage (probably 10+AN), worldwide, so effects every player in the game (except yorself) but is far more devestating in your own dominion. Its very lethal, I remember in a game getting messages like it killing 400+ units per turn. But its been a long time since I cast it. 100% lightning resistance units are immune, I think.

I would've liked to combine it with Looming Hell as I had Dark Skies up too. Well, can't have everything.
Either way, it's something like 8-10an attack to small part of troops in the world, and dominion increases it by quite a bit, something like 1-2% per candle and adding in perhaps some damage. I was getting up to 150 enemy troops/commanders killed per turn with the wrath, especially since C'tis and Gath were fighting each other in my dominion all the time.
Either way, it's a powerful tool against human nations, giants don't really care about it though. Especially if you can blood sac and/or spread your dominion easily.

Giants do care about it unless they have Regeneration. Since the spell goes off before battle, just like FFtS and FFA, the damage will remain on the unit when it enters battle, so even though it won't kill a giant, it significantly increases the probability of their death in combat by essentially cutting their HP in half before battle. Very powerful defensive, but still good offensive (outside dominion) too. With near complete control over my own dominion I still see up to 200 injuries and 70 deaths each turn which can be a considerable expense for any nation.
Of course, the spell is obviously a diplomatic nightmare... Sort of like nuking a childrens' hospital.... so I would generally save my gems for something like Fata Morgana which will give you an income/resource/supply boost, lower unrest, free phantasmal PD and is not injurious to others so diplomatically better and on top of all that costs 30 fewer gems than WoG which has a greater chance of causing everyone to gang tackle you or dispel it since it kills mages with annoying frequency. I think, WoG, like Burden of Time or Astral Corruption is likely to cause others to hate you, so you should only use it if you know you have the strength to counter what comes at you afterward as it is essentially the commission of an act of war against all of your opponents.

Well, as most giants that care about it are most likely skratti thugs (regen) or niefel giants/jarls or jotun jarls/woodsmen or various hinnom/ashdod/gath giants which most probably do have regen from bless, it isn't that much of a problem. There's not much use for other giant infantry due obvious reason, exception being the stone hurlers to break down walls.

Not on the same scale. At least I've never seen anyone getting ganged on just because of WoG, whereas utterdark/bot/ac/an/nature's bounty/forge pretty much quarantee that you're going to get killed by all your neighbors if they can do it. It does cause ire in some of your neighbors and can certainly push them over the edge to attack you though.

Are you sure it's not an open-ended die roll, like....
5+Dom+DRN AN?
Where Dom is the relative dominion from -10 to 10 and DRN is the open-ended D6 roll.
Or...
The CHANCE of a unit being struck varies with the dominion and the damage is always 8+DRN AN.
I think I favor the second scenario, but I didn't test anything.
