I think I've seen this addressed before, but I can't find the thread. Does Arrow Fend offer protection against Blade Wind?

Air Shield protects from all ranged attacks including spells that are not AoE or 100-precision. There may be some exclusions (can't recall any atm) but generally it is correct statement. So yes, Arrow Fend does protect from Blade Wind. And regular shields also do.

I think air shield works if the spell does not have the always hit tag.

So it would not work against lightning bolt or charm but should work against blade wind.

Charm is precision 100 and such spells are not deflected from what I know. But yes, the lightning-based spells are definitely the exceptions. Anything else?

Is there not a spell DB somewhere and we can see what spells are always hit?

Lightning always hits. Generally theres a pretty high correlation to 'common sense' in this regard of stuff a shield would help you block.
