I understand that the unit class 204 light helo functions as an artillery observer. Does it count for purposes of calculating the number of pre-designated target hexes assigned for artillery, as do infantry and vehicle AOPs?

No.

It is simply as good as an FOO at calling fire, it is not an observer element per se.
