Tlaloques and Summon Storm Power

Do the different Tlaloques increase cold, death, growth, or warmth like their flavor texts moderately imply? I checked the wiki and it didn't say, but I don't think they do from what I've found.

Also, Does summon stormpower work in rain (like the Tlaloques produce) or is a staff of storms (or the storm spell) required?
