USSR conscript company. No dedicated company HQ?

I've noticed that in the conscript company unit, the company commander is also the leader of the first platoon, rather than having a separate, distinct, HQ squad on its own.

Is this intentional ?

Yes - as a quick look at the company formation under Mobhack would show.

- and the platoons are actually sections (so commanded by a sergeant level leader)
