Hi there,

One way of getting a supposedly balanced PBEM game would be to set the game up with the troop quality setting (country training) off and make the troop quality the same for both countries. This could work even for "unbalanced settings" such as German vs. France in 1940, where there is a big difference in morale and experience which makes it difficult to play with country training on. We tried this for a game (nationalist china vs. japan in 1936) and there still seem to be a difference.

Are there any sort of "hard-coded" country settings which comes in even when the troop quality setting is the same for both countries?

basic counter battery values, air superiority ratings, Japanese lack of surrender etc.

Also - check the formation experience and morale modifiers. Not much use trying that technique if the opponent then buys elite formations, or militia, or the basic rifle formations have an inbuilt modifier. (The Nationalist Chinese all seem to be off the 0,0 base - probably a carry-over from when it was a single Chinese OOB? - now on my to be investigated list, as with the Chicoms)

Thanks Andy - good to know! Yep.. units with experience modifiers offsets it, but it's still better than having a big difference to start with and then a modifier on top of that :)
