As requisite for the spell Storm Power there's written that it must be raining on the battlefield. Do I have to cast a spell that makes it rain or does it have to rain naturally?

And if it is only by spell, which one do I have to cast?

Storm. Also available with a Staff of Storms.

I'm not sure if natural rain works. I don't believe it does. There is a Rain spell as well, but that doesn't allow Storm Power.

Remember that storm messes up precision, flying, and most ranged attacks. Storm power isn't always worth it.

EA Caelum is one of the nations that loves Storm, because their Eagle Kings are immune to its negative effects.

Spamming air elementals is awesome under storm, they can still fly and get substantial bonuses to their stats. Combine with darkness for even more fun. They fail against anything that's lightning immune, though.

Storm Demons are also immune to storms. I usually use it to block enemy fliers or for mages, of course--lightning spells have naturally high precision.

I like the Staff of Storms best as it allows all of your mages to go into Storm Power on turn 1. With the Storm spell, only those mages that are below the Storm caster in the army list can cast Storm Power on the first round.
