If an army is in a supplies shortage, starving, in which order do those supplies get distributed among the troops, more specifically who gets food and who doesn't?

Commanders will never starve... even if the province has zero supplies. Units with Gluttony will eat first then it's random which units recieve food and which will be starving. If the starvation is high enough then some units will be diseased at the start of the turn.

According to the manual, terrain survival (e.g. forest survival) will make those units less likely to starve when in that terrain.
