Bulgaria oob errors

Bulgaria obat #87 units 160 and 161 (BM-13 and BM-21) have a crew complement of 24 both. Same units in other OOBs have 5-6.

Now fixed. It looks like those were copied from off map units then made sp rockets. I've made a note to run tests to see if any other units like that have the same error
