Let's say you have a province with some PD and also some units; the units are not led by commanders. Then let's say an enemy attacks that province. Will the non-commanded non-PD units join in the battle to defend the province under the command of the PD commander?

Yes they will.
But if your pd commanders do not have undead or magic leadership units requiring that kind of leadership will disappear.

Let's say it's turn 20 of a game and you recruit a few units in a province that turn. Let's also say that during that turn the enemy decides to move into (attack) that province. Will the units you recruited appear before the enemy attacks to help defend on turn 21?

Yep, step 1.
Unless you summon the troops using a command. Step 20.
Step 5 is ritual so even troops summoned by magic will turn up for combat.
Unless the prov has a fort. Then they will need to be assigned to commanders who are patrolling first.

Indeed. And to be clear, you can't do that assignment (somehow) while recruiting/casting, can you? So you can't patrol them till the following turn, right?

No you can't patrol the same turn.
It may be obvious, but you also can't position new recruits or give them orders. They'll fight, but they'll be in a blob in the middle on default orders. As will any ritual summons.
Units summoned by commanders (summon ally,reanimate, and dom summons) will appear in that commander's first squad if he has one, but they appear after combat so that isn't so useful.
