Question about experience and morale base ratings

A question that came to mind:

Morale and experience base ratings change over the course of a campaign (f.x. Germans drop while Americans increase). Does this affect existing units in any way?

If your units gain morale and experience the hard way they keep it no matter what the army HQ sends up as replacements

But what if you requisition new units?(I.E expand your core) will these units have the base mor/exp from when you started, or the latest ones?

Any new units will have whatever the base M & E is for the year they are generated
