If I have a stealthy blood-letter, can I sneak into an enemy province and ravish his women instead of mine?

As I understand it, basically I need to patrol to counteract the unrest being generated in my unworthy subjects. In general terms, what sort of patrolling force am I looking for to counteract? (I happen to be MA Vanheim, but I sort of meant in general, e.g. is 20 foot soldiers enough?) Needs to be cost-effective. [Please don't redirect me to a Baalz guide.]

When I patrol down unrest, my population shrinks. I have understood the discussion from another thread that financially this gives shortterm bonus at longterm cost. But I have to do for blood-letting, right?

Blood hunting is an involved process, looking for young virgin girls of an unspecified genotype hidden amongst thousands of people and dispersed throughout an entire process. It's not something you can do in secret.

To patrol, use cavalry, or create those statue thingies that shoot lightning out of their eyes. You're Vanheim, you should have earth/air available.

Your population will shrink faster when you combine blood hunting and patrolling, but a province of 10k should still last you a few years before you should move on. Blood hunting in your capital is generally risky, since that's always an important income and production center.

Order and growth domains would help curb the population loss, but I don't need to tell you that (personally, as someone who enjoys being thematic and even rping. I've a hard time imagining a blood nation with both growth and order. Maybe Mictlan).

Personally I prefer to reduce unrest by lower taxes rather than patroling. Find a province with around 5k pop, put two or three blood hunters there, and lower the taxes to zero. With a good growth scale you can maintain a stable population.
