Situation: Beseiged Fort on a VP province
Question: When VPs are awarded, who gets them? The beseiged army? The beseiging army? Nobody?

The fort owner. I am basing this on the mega MP game where the victor had to hold a certain number of keeps to win. In order for the VP to count, the aggressor had to take the fort.

Situation: Beseiged Fort on a VP province
I've run a lot of cumulative VP games, a mechanic that could be used to set up interesting games if its implementation didn't feel so much like an afterthought. Still, I have your answers.
Question: When VPs are awarded, who gets them?
Cumulative VPs are awarded anually on turn(s) 5+12N, e.g. on turns 5, 17, 29, 41, etc.
The beseiged army?
The beseiging army? Nobody?
VPs go to whoever controls the province when the turns mentioned above starts. Control of a fort is required for full control of the province and whoever controls the fort is awarded the VP. Thus, in cumulative VP games it is highly advisable to build forts on VPs to keep them out of the hands of raiders and to slow the oppositions' acquisition of them.
