Setting Up PBEM

If I want to play a game in PBEM, but the side I want to play does not have the first move, is there a way that I can set up the PBEM file or does the player with the first move have to set it up?

Player 1 (one) is the set-up controller for a game. If you need something special then contact him in advance perhaps?.
