Any tools which might provide a workaround allowing it to believe the arrow keys and ctrl keys actually exist?

I played it on a tablet with a stylus a little bit. The tablet had physical arrow keys on the side. It was possible, just not very fun, a button on the side of the stylus acted as a right click.

I guess this might be the dumbest question ever, but I'll try asking anyway. I don't have a tablet. Doesn't it have a "virtual keyboard" on screen you can use??

Not a dumb question. Windows 7 puts a small virtual keyboard that can be hidden on the screen. To use it in Dominions, you have to play the game in windowed mode. Ultimately, trying to use a stylus and the on screen keyboard makes game play too slow and not very fun. Turns take long enough as it is!

OK, not aimed at quite the same market as an iPad then...
So you're trying to play Dom while working on a construction site
