There are a number of spells which effectively cause a specific bad-luck event in a targeted province (hurricanes, locusts, cold snaps, etc.). Some of obviously province-specific effects such as altering the scales or killing population. But what about events that cost gold...

Say I have a wasteland province that's bringing me 25 gold a turn. If an enemy casts Locust Swarms on it, I see and event that causes me to lose 100 gold. Do I actually lose 100 gold or does it only cost me the 25 gold I would have gotten from that province? If it's the former, can they cast the spell on that one province 5 times, draining my coffers by 500 gold?

Yes, you lose the lot. Not only did the locusts eat revenue producing crops, but also the stuff that people need to eat to survive, so stuff had to be imported to keep off famine, which means you lost more than just the pure income.

That's the rationalization for it anyway. The event effects on the treasury are not altered based on how much income you have in the province.
