Early game misfortune on cap

Any idea how a cap under decent dominion can get a misfortune tag with neutral fortune scales? I had a bad luck event a few turns back but don't recall seeing the tag then. Too early in the game for a offensive spell effect (I think).

There is a misf increasing random event.

If you're playing LA and are neighbour with Bogarus, he could have summoned a Likho and sent it over - if that were the case however you'd also get unrest. Which you might not see if it's still early enough in the game that you're still overtaxing & patrolling your cap.

EA game with no unrest so must be an event. Looking forward to Bogus showing up on my Cap .
