Studio or not, the ones that really want to make games will continue to do so. Personally, I don't think it should take several million dollars to produce a game, but I think most of the big budget games' budget goes toward marketing.
The thing that I really wonder about is why a company like Valve, which is supposedly a staff of at least 20 experienced, full time game developers, takes so long to develop a game (Team Fortress 2). They must be wastin' a lot of time in the office. Same goes for Duke Nukem Forever.

Presto had 21 some-odd people in thier company. I would assume they spent way too much in meetings and plane trips than working. Besides, they could take a minor pay cut.
But see the odd part is that they have no debt or losses. Their recent titles have all been hits. I think thier failure is just no interest from publishers over a long period of time.
