Fortress Ressource accumulation

Does a fortress only draw ressources from neighbouring provinces under your control, or do provs owned by other players give away their res to your fortress as well ?

Only your provinces, and water only gives to water, and above water only gets from above water.

Yeah, that last part can really fubar some coastal start nations.
