"When do players get to level their attributes?"
Attributes are leveled by using up a special ability. If you look at the beginning of Part IV in the Adventurer's Forge there is a table called "Attribute Improving Special Abilities." Four of these special abilities listed directly level attributes: Charisma (Spirit), Intelligence (Mind), Strength (Body), and Wisdom (Soul). Each special ability may be taken 10 times, represented by the Roman Numerals I - X. These must be spread out, a Rank IV special ability (which would grant a total across all ranks of +4 to the Attribute cannot be taken before Level 45. But all adventurers can gain up to 10 points to each attribute by level 135.
