recently planned a brilliant(for me) strategy where i summoned flying troops to vault across the ocean and land in an enemies center on the coast. they have a map move of three, i am asking them to move 2(over the ocean, into enemy coast)...but they won't.
explanation?

Flying units cannot move over seas so their movement has to happen through the neares possible crossing. Only if the flying unit has sailing then they would be able to fly over with a map move of 3.
Flying units that are amphibious/have underwater breathing can fly in from land into the ocean or vice versa but cannot cross it.(like from land through ocean to land)

Remember, each turn in Dominions 3 is a month. As such, flying probably involves flying then landing, flying then landing, etc. It only makes sense that the sea can't be flown over, given that the landing phase is made difficult.

Yeah, you cannot fly over water, but amphibious units can do some very strange things when they also fly.
For example when seas of ice is up:
* If a flyer starts in an underwater province. It can still fly over normal provinces when the sea of ice is up. As long as it lands in a water province.
