can i sail across an enemy controlled ocean and land in an enemy controlled province?:confused:

Yes
That is one of the reason why sailing gives you tremendous strategical advantage on maps with some water in them. Especially early on it can increase your expansion by a lot.

Sailing is one of the things that is overlooked that is actually super powerful. So yes you can. Play around with sailing in sp, just to see how nice it is.

...but even if it's super useful the actual use depends so very heavily on the map and the positioning that on some maps or starting locations it can be very useless.

Remember that by default most nations with sailing(EA Fomoria, LA Marignon, LA Atlantis) start on a costal province.(or have such preference I am not sure about the exact mechanincs)

Only some water, though. Otherwise it's useless.
If there's ever a Dominions IV, I hope to see sailing and water province mechanics expanded.

True, but that doesn't help if the map contains sea zones that let you sail only to like neighbouring provinces.
