L1 "M3 halftrack" is carrying a solitary sniper L0, while L3 "M3s halftrack" is carrying 9-men Mech Squad, while it can carry only 8 people. As a result that squad can't be loaded back.
If the halfracks or passengers are swapped the problem would be gone.
