Some observations on Canadian OOB.
1.) M14 halftracks (units 052 and 066): these both have speed 19 at the moment. However, they appear to be just another derivative of M3 halftrack, so I presume they should have speed 24.
2.) Sherman IB close support tanks (units 026 and 031): these both have speed 12 at the moment, while the basic Sherman I (unit 020) has speed 12. I would expect these CS versions to have same speed as the basic tank.

No they should be 23 like the M15

I have no idea which CDN OOB you are looking at but the master OOB has them going 14 so I assume a typo on your part suggesting they should be 12. All I know ATM is every other nation using that tank has the speed set to 14

My bad, that certainly a typo on my bad - meant to write that they have speed 14 at the moment.
And indeed, that tank seems to have same speed in other OOBs too - I should have thought to check for that before reporting. Thus, it is not actually a Canada-specific issue.

Regarding Sherman IB, I found one TOE where it does not have speed 14. In France (OOB 06) unit 107 has speed set to 13.
